Why are customers who accept marketing in Shopify or BigCommerce are added to the newsletter list but are not triggering the " Welcome Flow" series?

This is a default setting for checkouts because typically a welcome series is designed for new visitors. Someone could check this Accepts Marketing box for the first time during their 100th purchase, which would mean it might not be appropriate for this person to get queued up for your welcome series.
